The Capital Program Office (CPO)
In August 1996, former Mayor Rendell signed Executive Order 3-96, which
created the Capital Program Office. This office combines the financial
management and oversight functions of the Capital Budget Office, previously
a part of both the Managing Director's Office and the Finance Department,
with the project management functions of the Architecture, Engineering and
Facility Planning Divisions of the Department of Public Property and
Fairmount Park Commission.
In July 2001, the Planning and Construction Division of the Recreation
Department was also incorporated into the Capital Program Office.
The CPO is a service agency
to City departments that do not have their own in-house project management
capabilities. The CPO, in conjunction with the Finance Department's Office
of Budget and Program Evaluation, is responsible for the financial oversight
of the City's entire Capital Program.
