Brownfield: an abandoned or underutilized industrial or commercial
site with real or perceived contamination.
The Philadelphia Department of Commerce, with the cooperation
of the U.S. Environmental Protection Agency (EPA) and the State of Pennsylvania,
provides financial and technical assistance to developers and/or end-users
in the development of abandoned, formerly industrial sites located throughout
the City of Philadelphia. This assistance consists of the following:
- 100% funding of Phase I Environmental Site Assessments on select
abandoned, industrial sites. Ownership of these sites may be public
or private.
- 100% tax abatement good for 10 years on new construction.
- 75% funding, up to $200,000, of Phase II Environmental Site Assessments
on select abandoned industrial sites. Ownership of these sites may
be public or private.
- 75% funding, up to $1,000,000, for remedial activities on publicly
held, abandoned industrial sites. Ownership of these sites must be
public.
- Philadelphia Brownfields Cleanup Revolving Loan Fund: up to $300,000
available at 2% interest for brownfields cleanup. click

- Technical assistance for the procurement of a 2% loan with a five
year payback from the state’s Department of Community and Economic
Development for 75% of the cost of remediation. Privately owned sites
are eligible for the 2% remedial loan.
- Technical assistance with site selection, and research on the full
array of economic development incentives provided by the City of Philadelphia
to business.
In addition, the City assists brownfield developers to fully profit from
Pennsylvania’s innovative Land
Recycling Program. Whether through Buyer-Seller Agreements,
Multi-Site Agreements or simply by taking advantage of the liability
protection afforded by Act II of the Land Recycling Program, the City
of Philadelphia will help to make your development a successful one.
