JACK KELLY is a native and lifelong resident of Northeast Philadelphia with years of business, municipal, and community leadership experience.  While raising four children with his wife, Kathleen, he began his career in business, climbing the ranks of Gould (formerly ITE Imperial Corporation).  After twenty- four years of service, Jack parlayed his experience and expertise as a businessman to the public sector as an administrator for the Philadelphia Court system.

In 1987, realizing the need for leadership in a time of crisis, Northeast Philadelphia was looking for a strong, reliable voice to champion the needs of the people.  Community leaders turned to Jack Kelly to be their voice. 

In 1988, Jack was elected to represent the Seventh Councilmanic district.  As a member of Council, Jack fought oppressive tax increases and was a champion for neighborhood rights, vehemently opposing federal programs that were infringing on the rights of the community in ensuring fair real estate markets.  Through his efforts in Council, Jack was successful in stabilizing the market values of homes in the Seventh Councilmanic district.  These measures are consistent with Jack’s belief that the most important investment for Philadelphia families begins and ends with their homes.

As a City Councilman-At-Large, Jack Kelly’s focus is on reducing the city wage tax and those business taxes that deter new business from operating within the city; also, he is dedicated to expanding funding for community revitalization programs, such as C.L.I.P. (Community Life Improvement Program), which have proven to increase quality of life, and return the power and responsibility of the community back to the homeowners.

Jack Kelly has faced these challenges in the past, and is working diligently to lead Philadelphia into a bright prosperous future.
