Councilwoman DONNA REED MILLER has served as Eighth District Councilwoman since January 1, 1996. Throughout the years, she has maintained her commitment to the citizens of the “Eighth”

A lifelong resident of Germantown, Councilwoman Miller has dedicated more than thirty years of public service as a professional or volunteer. She has served as Ward Leader for the 59th Democratic Ward Executive Committee for eight years, and is former chair of the Philadelphia Black Elected
Officials.

Councilwoman Miller currently serves on City Council’s “Committee of the Whole, Appropriations, Housing and Homeless, Streets and Services, Ethics, Environment, Rules and Public Property. She is Vice Chair of Public Health and Human Services, and Chair of Public Safety and the Committee on the Disabled and Handicapped.

As Chair of the City Council’s Public Safety Committee, she has introduced/co-sponsored bills that fought gun violence; chaired city-wide series of “Blueprint for a Safer Philadelphia” hearings; held numerous community meetings on crime and safety; organized “Clean Sweep” operations in the 8th District that cleared drug corners, cleaned and sealed vacant properties, and towed abandoned cars.

Councilwoman Miller is a champion of workforce diversity. Her most recent accomplishment in this area was amendments to require more inclusive long-term goals, strategies and strict enforcement of women and minority participation in the Convention Center expansion project. She has also taken a significant role in the Mayors Advisory Commission on Construction Industry Diversity.

As a leader in economic development, Councilwoman Miller has successfully brought officials together for hundreds of millions of dollars in revitalization projects. She has been responsible for countless numbers of commercial and residential development projects. In addition, her efforts have lead to a large number of affordable housing units, and economic development projects that have had a positive economic impact on blighted neighborhoods. She is also responsible for $11 million in district-wide demolitions.

Councilwoman Miller is married, and has one daughter. Before coming to City Council, Donna Miller completed her undergraduate and received her graduate degree in Administration and Organizational Development from Antioch University while working and caring for another daughter Tari, who is now deceased. This notable achievement is a testament to Donna Reed Miller’s strength and determination.
