As Philadelphia enters another tough budget year, we are forced to make tough choices. While the City continues to increase efficiency and accountability, the budget deficit cannot be solved through cuts alone. We have heard the citizens of Philadelphia and will not make cuts that could negatively affect City services that residents depend on. I also know that Philadelphians cannot afford an increase in property, real estate transfer, wage, business, or sales tax rates. Therefore, we have no choice but to find new revenue sources balance the budget, protect services and invest in our future.
