Includes correspondence, memos, agendas, speeches, news releases and clippings concerning publicity on all events in which the City takes official part or renders aid; typical events includes visits of national or foreign dignitaries, honors presented to local individuals or groups, and City publicity events. Files for 1981 add congratulatory correspondence sent by the Mayor and rundowns for the Mayor and City officials which describe the nature of event in which a City representative is to take part, date, time, place, proper attire, and part played by City official.

For each ceremonial event involving City participation there are includes requests for City aid or participation which usually list the name of the requesting agency, the occasion, name of contact person, date of occasion, item required (e.g., proclamation, tribute, citation, welcome, letter or telegram, speech) and remarks; correspondence, memos, schedules of activities, permits; copies of proclamations, tributes, speeches, letters or telegrams; news releases, and, in files for the period 1966-1974, "Ceremonial Presentation Follow-Up" forms. Files for the period, 1971-1979, also include correspondence, news releases, and Mayor's rundowns pertaining to special campaigns and events, speeches, interviews, press releases, and biography of Mayor F. L. Rizzo; lists of VIPs, guest lists; newspaper clippings concerning celebrations, cultural events, decisions affecting Philadelphia, ceremonies, Bicentennial activities, city operations, City Hall personalities, the City economy, city institutions and politics; license agreements, invitations, letters of introduction and commendation, a Philadelphia Song file; and files pertaining to the celebration of Freedom Week, 1974, which include sample invitations, programs, and itineraries of the Independence Day celebration; lists of reports, the Freedom Week press kit, and correspondence and press releases pertaining to and photographs of Miss Liberty Belle and Miss Little Liberty Belle. Files 1975-1979 also include 5 cu. ft. of proclamations and citations.

Entries list date, name of company to which license issued, reason for license (usually the construction, lengthening or widening of piers, the construction of moorings, sheds, bulkheads, or bridges, etc. on the Delaware and Schuylkill Rivers), license number, date of application; letter file number; name of District Surveyor and Regulator who approved plans, date, names of newspapers in which application advertised and dates, date and place of hearing, license fee, and estimate cost of improvements.

The Business Services Division of the Department of Commerce was established in 1967 to evaluate renewal activities in terms of tax loss, job loss, and general economic base loss; to develop a more effective industrial and commercial relocation mechanism, to develop a business monitoring device to enable the City to respond to immediate problems and to anticipate problems as they arise in specific businesses; and to act as a one-stop service for small business and to render guidance, advice and direction. The Division was supervised by an Industrial Liaison Officer until 1971 when the Industrial Liaison Officer was appointed City Economist, a position formerly held by the head of the Economic Development Unit in the Finance Department.
