JUNE, 2014

space
space

Dear Friends:

This past month has been quite rewarding for Philadelphia Parks & Recreation. Starting with the public launch of our new “Find Your Path” brand at a City Hall reception with Mayor Nutter, we all have been busy fulfilling the promise and potential around which our new brand is focused. Events such as the ribbon cutting of the City’s first Pumptrack located at Parkside-Evans Playground along with the multiple activities related to Love Your Park Week and the Citywide Rec Center Open House serve to profile the opportunities and connections on which our department has been built. These special events, along with your daily efforts, have been instrumental in educating the general public and our many partners as to how integral our department is to Philadelphia’s present and future success. For this, I am truly grateful to you all.

Since the early stages of the merger, we have earned a positive reputation through our significant contributions to the quality of life for Philadelphia’s diverse citizenry. Our shared brand further unifies and defines us by speaking to the essences of our daily work and to every facet of our mission. I remain committed to working hand in hand with you all to further our good work as well as to build a greater awareness and appreciation for our significant role in the life of this great city.

And as we move forward toward summer and beyond, we will once again be asking for your guidance. On Tuesday, June 3 and Wednesday, June 4 we will be conducting three open meetings for Parks & Recreation staff to engage in a conversation about what has been accomplished to date and to identify department priorities moving forward. Times and locations of these meetings are published elsewhere in this newsletter and I hope that many of you will join us for this discussion. Thank you all.

Smoke-free Parks

space
space Smoke Free Parks space
space

Philadelphia Parks & Recreation, in conjunction with the Philadelphia Department of Public Health, recently enacted a policy making all PPR property smoke-free. The policy went into effect on April 29, 2014.

This policy applies to all City parks, including 100+ neighborhood parks and watershed parks like Fairmount Park, Pennypack Park and the Wissahickon Valley.

Smoking of cigarettes, cigars, little cigars, pipes, hookah, and other tobacco products is prohibited in all indoor and outdoor parks spaces. For outdoor spaces, the policy does not apply to e-cigarettes.

The policy builds on the 2011 Mayoral executive order that made all City recreation centers, playgrounds, and pools smoke-free.

Learn more about the benefits of smoke-free parks, how the policy will be enforced and how you can get help with quitting at smokefreephilly.org.

Farm Philly Update

space Farm Philly Update space
space

Our Farm Philly team is not sure there is anything better than watching a healthy garden grow besides watching the youth and adults involved in our Farm Philly Program take pride in their PPR gardens. On Wednesday, May 7, gardeners from the Mann Older Adults Center gathered with a spectacular team of volunteers to plant the second phase of the fruit orchard at the Intergenerational Garden at Rivera Recreation Center. The gardeners are growing culantro, aji dulce, and cubanelle peppers to make Sofrito, passing on their knowledge to the youth who care for the garden during the after school program and summer camp.

The Junior Farmer program, in its third season, sends Garden Educators to 15 participating recreation centers across the city to cultivate fruit, vegetable and pollinator gardens. By sharing lessons that urge our communities to get outside, care for our city’s green spaces, and understand the importance of healthy lifestyle habits, our Garden Educators encourage the growth of plants and people alike. We are thrilled to work with fantastic Recreation Leaders at three new sites this year: Palmer Playground, Simpson Recreation Center and Emanuel Recreation Center. Thanks to our partner, the Philadelphia Orchard Project, five sites are expanding to grow raspberries, blackberries and strawberries!

As children watch their peas, lettuce and collards, sprout, they are planting tomatoes and watermelons and envisioning plans for summertime harvest celebrations. Keep an eye out for information about what is happening with Farm Philly and opportunities to participate throughout the season in upcoming Parks & Recreation newsletters!

Parks & Rec Helps War Memorial Get Ready for Memorial Day

To the thousands of motorists who pass by the intersection of Somerset Street and Aramingo Avenue on a daily commute, the small triangle seems just like a concrete traffic bypass. But to those in Port Richmond/Kensington, it is known as the Tezzi Reitz War Memorial.

A towering stone sits at the north end of it, etched in marble, it states: “ERECTED THROUGH THE COMBINED EFFORTS OF THE COMMANDER, OFFICERS AND MEMBERS OF VFW POST 250 AND THE PUBLIC SPIRITED PEOPLE OF THE PORT RICHMOND AND KENSINGTON AREAS, IN EVIDENCE OF THOSE WHO GAVE SO MUCH TO PROTECT OUR FREEDOM AND LIBERTY. MEMORIAL DAY 1955.

On Sunday, May 18 a Boy Scout named Kevin O’Brien, in an effort to earn the distinguished Eagle Scout rank, organized a cleanup and tree planting at the Memorial with his fellow scouts, parents and employees of Philadelphia Parks & Recreation.

Thanks to our new partners that connected to us from a local church. Also thanks to Harry Chapin from ReaLife Philadelphia. There’s more to come too; we will have a community cleanup in May with Bill Melone.

Comcast Cares at Water Tower Recreation Center

watertower
The Water Tower Recreation Center on Hartwell Lane in Chestnut Hill was one of three locations chosen by Comcast for its annual Comcast Cares Day. More than 150 volunteers, including Comcast employees and their families, community residents, the Girl Scouts and City of Philadelphia Department of Parks and Recreation employees, joined together on Saturday, April 26, from 8 a.m. to 1 p.m. and cleaned and painted the interior, built computer tables, painted the playground equipment and cleaned, raked, planted and mulched the grounds at Water Tower.

Comcast Cares Day, in its 13th year, is one of the largest corporate volunteer initiatives in the nation.

Pre-pool Season Clean Up at Bridesburg Rec Center

spring cleaning
While not a Comcast Cares clean-up event, the ReaLife Community Church in Bridesburg got into the spirit by conducting a clean up for the pool and front lawn of the Bridesburg Recreation Center. Debris, leaves, large trash items and weeds growing from cracks were all removed, dirt was washed off the pool basin walls, and then the crew took to removing debris from the front lawn. Many thanks go to Rob Burns and his group for a job well done!

Operational Standards Manual

space
space

As we have solicited guidance and feedback from staff and partners, we heard a strong call and support for a continued focus on our day-to-day responsibilities. This includes caring for the environment and promoting programs for all Philadelphians while maintaining parks and recreation facilities which are safe, clean and ready to use. In order to help advance this, an Operational Standards and Inspection Unit has been created to ensure that we are meeting this operational imperative of safe, clean, and ready to use.

The Operational Standards and Inspection Unit will follow structured protocols that will advance a system that is accountable to both the public and our Department. These protocols have been informed by best practice research and conversations with PPR staff. The Operational Standards and Inspection program will guide staff through specifically tailored standards to ensure that the City’s premier public assets are clean, safe and ready to use for all.

A cross-divisional committee identified high-visibility facility features and developed standards for routine inspection of these features. This manual outlines those standards and is a first step towards establishing a system-wide protocol for inspections. It is a living document that will expand as the program develops. Please take time to review the manual and feel free to contact the Operational Standards and Inspection Unit at (215) 683-3635 or ppr.energysaver@phila.gov with any questions or feedback.

Rainbow Tree Care recently provided an educational seminar at the Horticulture Center for Philadelphia Parks & Recreation staff to further their understanding of the impacts of emerald ash borer (EAB) on the City of Philadelphia urban forest resource. Topics covered included insect life cycle, signs and symptoms of insect infestation, and treatment options. A field demonstration of tree systemic injection methods was also provided. The emerald ash borer has been found in Bucks and Montgomery Counties, and its arrival in Philadelphia is imminent. In preparation, PPR’s Urban Forestry & Ecosystem Management unit has performed an inventory of park trees (summer 2013) and identified as many as 5,000 trees that will require removal and 1,000 trees that may be suitable for treatment. PPR hopes to receive funding to begin ash tree treatment and removals during 2015. Once EAB arrives, the emerald ash borer will kill 99.9% of the ash trees in the city.

Indian Creek Planting Project

With the help of PowerCorpsPHL, Pennsylvania Horticultural Society (PHS) and volunteers from PA Department of Environmental Protection (PA DEP), PPR Urban Forestry and Ecosystem Management staff planted 240 trees and shrubs along the newly restored stream corridor adjacent to Papa Playground in Cobbs Creek Park.

The overall project was designed to "daylight" a stream, which involves re-creating a channel for a stream that was formerly routed through a pipe. The project restores lost habitat, reduces flooding and provides storage and treatment of stormwater runoff during storm events. The plantings will stabilize the soil and establish a diverse vegetation community along the stream corridor. The plants were obtained by PHS through the PA DEP’s TreeVitalize Program, which funds riparian planting projects. The stream corridor restoration project was undertaken and funded through a partnership between the Philadelphia Water Department, US Army Corps of Engineers and PPR at a cost of approximately $2.7 million.
