Global Philadelphia’s mission is reinforced by several state and local mandates. At the federal level, Title VI of the Civil Rights Act of 1964 and Federal Executive Order 13166 require that recipients of federal funding do not discriminate “against persons on the basis of race, color or national origin,” and, “take reasonable steps to ensure…meaningful access to…programs.” At the local level, Executive Order 9-08, and Directive 62
compel “all City departments, agencies, City boards, and commissions” to create and update a language access plan and policy in order to enhance services to limited English proficient residents.
Global Philadelphia is managed by a project coordinator. This person works with City departments, agencies, boards and commissions in creating, updating and implementing language access plans and policies. The project coordinator also serves as a liaison between City departments and the language access vendors that provide telephonic interpretation, in-person interpretation and document translation.
